The blame lies with federal government agencies such as the Social Security Administration and the Department of Justice who do not have compatible computers systems and hence cannot share information. The Department of Justice computer system should have automatically notified the Social Security when a person becomes a naturilized American Citizen. The lack of compatible computer systems among federal agencies was a major factor in why some 9/11 terrorists were not detained at airports. Look at the passport situation last year when hundreds of thousands of people didn't get their passports in time even though they applied in the required timeframe. <BR/><BR/>Personally, I think we need that national identity card and so all citizens and legal immigrants have it, which is how it is in several other countries.
