Mexican Emigration Down 42%

Mexican emigration has dropped 42% and we are at the lowest level in decades. It is time all of the Racial Profiling, heinous Detention Centers and Suppression Sweeps STOPPED!

Emigration down sharply; ailing U.S. economy, tighter border cited
MEXICO CITY - Mexican emigration has dropped 42 percent over the last two years, a government study released Thursday showed, confirming that America has become less appealing amid an economic downturn and stepped-up raids against illegal migrants. About eight of every 1,000 Mexicans emigrated between February and May of this year, according to the survey conducted by the National Statistics and Geography Institute. That's a 42 percent drop from the same period in 2006. In all of 2007, an estimated 814,000 Mexicans emigrated, compared to 1.2 million in 2006. The figure — which was reached through household surveys — includes all Mexicans who left the country, and did not break down legal and illegal migration. A summary of the investigation did not delve into the reasons for the drop. But experts say America's economic troubles and tighter border security have deterred many Mexicans from risking the journey to the United States, a trip that often means long desert treks, dodging bandits and bribing corrupt police. The vast majority of Mexican migrants go to the United States.
'No longer an American dream'
The study did not offer statistics past May 2008. But experts expect the trend to continue amid the financial crisis that rattled markets worldwide in September. "There is no longer an American dream, at least for the moment with the economic situation," said Victor Clark, the director of the Tijuana-based Binational Center for Human Rights, which works with illegal migrants. "News of mass raids snowball through towns that send a lot of migrants. In small northern towns, the news is that there is no work for Mexicans in the United States." There have long been indications that Mexican emigration has been falling dramatically. The U.S. Border Patrol has reported a 39 percent drop since 2005 in the capture of migrants trying to cross the frontier illegally. And Mexicans are sending less money home, hurting Mexico's second-largest source of foreign income behind oil exports. Remittances fell 12 percent to $1.9 billion in August, the biggest drop since record-keeping began 12 years ago, according to Mexico's central bank. The statistics are part of the broader 2006-2008 National Survey of Occupation and Employment, which studied 120,000 households.
Going back home
The study found no significant change in the number of Mexicans coming home. But the drop in emigration was so large that by the end of 2007, more Mexicans were returning home than leaving the country, the study said. Some authorities believe Mexican will see a surge of returning migrants as the economy worsens in the United States. Mexico City's municipal government has predicted that up to 30,000 more immigrants than usual will return from the U.S. over the next few months. Other towns across Mexico are also preparing for an influx of returning migrants.

I've heard this before, including how some sources say that latin american immigration peaked in the late nineties-2000. Somehow I also think that crimes and hate rhetoric against latinos/hispanics will continue to climb as the economy worsens, in part, due to the ANTIs wanting/needing a scapegoat to blame for the worsening economy. Hopefully there will be a balancing effect with Napolitano as the new head of the DHS, and the new administration. I think as DHS head, she can certainly affect Arpiaos chances of continuing on his mission, or influencing other areas to follow his lead.

Look, you can come to america when ever you want, Just come through the FRONT door. If i visit your house and bread in through the basement ...that is wrong. But if i knock on the front and ask to come in...that is the right thing.
I am second generation born in the US from the Ukraine. My grand mother was 7 when she walked through ellis island. If you want to work and live here do the right thing and go through proper channels.

as far as the enforcement of our immigration laws, why would this be a discouragment to anyone wanting to migrate here legally? they would come with papers and not at risk of being deported.

This is good news and whatever we are doing that is working should continue unabated.

WE cannot be like Conrad's puffing gunboat in "Heart of Darkness", shelling indiscriminately at the opaque vastness. We must continue to focus our resources on the communities and locations where illegals and the hardened criminals among them live and congregate. Through this approach we reduce the indiscriminate aspect of apprehension and avoid the "opaque vastness" of the general population.

Since the primary cause appears to be the economic downturn this is the perfect opportunity to put in place those measures that will help deter future border violations as the economy improves in a year or two. It's the right time to put the barriers in place at the border and the enforcement mechanisms internally to show that we mean business this time. It is also the right time to revise the immigration laws to meter legal immigration to our precise needs rather than the demand for entry. Raise the bar for admission and seek those who can really help our economy.

The National Intelligence Report release today says,
"The potential for conflict will be greater in 2025 than it is now, as the world's population competes for declining and shifting, food, water and energy resources."

No.You are wrong. Illegal immigration from Latino countries has dropped to a 10 year low. You have no data to prove that today, most mexican immigrants come her illegally. The data shows the opposite.
All we are asking is that given the history of immigration and the years of positive contribution, that workers be allowed to come out of the shadows and apply for citizenship, regardless of ethicity.
The levels of NEW are at an all time low and with secure borders ,will continue to be.

287(g) was enacted by Congress in 1996, and signed by Bill Clinton, Napolitano would nave no control over who applies for 287(g) status. She would also have no control over local Officials from proceeding in the way that they have. 8 court cases have yet to prove Arpaio has racially profiled anybody.

You need to learn what Napolitano's position would entail and the process of our Government.

It is reasonable to assume Americans now would like some of those jobs held by illegals so they can feed their families. If you were in that position, you would too. Read this post. Mexican emigratin is down 42%.It is at a 10 year low. The reports indicate there are more Mexicans returning than coming in.
Additionally if you go to the ICE website, the rate of illegal immigrants is also at an all time low.

We American Patriots who are asking for Comprehensive Immigration Reform are the MOST Patriotic Americans of all! As I say in my headline, we support "Truth, Honesty (Justice) and the American Way!"
We want resolution to these Immigration issues, clear the backlog, allow people to come out of the shadows and get in line to legal status if they are felony free. We want the hate crimes and racial profiling to stop! The end to Detention Centers, ICE Raids!

I thought the plant had shut down and the town had dried up and blown away. Did you mislead us about that? Sounds like the plant is still limping along. Perhaps there has been too much focus on CIR and not enough on a simpler bill designed just to enable employers to get the labor they need legally while protecting Ameerican labor. Maybe the Postville situation will improve if the city is in desperate straits. They may find that others will find those jobs more attractive if spouses are out of work and there is no food on the table. Of course, some will prefer any course of action such as welfare to actually working for a living. You can lead a horse to water but you can't make 'em drink. (Although I remember a story about Hertz-Rent-a-Camel. the beasts came in two varieties, the 30 gallon and the 60 gallon. I won't tell you how they got the second camel to suck up twice as much water!)

You can thump your chest all you want about this but that doesn't make it so. By any objective standard, just the reverse is true. No one who favors foreigners illegally present in our country and their foreign governemnts over the wishes of their fellow citizens can be considered a patriot. There is a solution to this problem but it is not the variety of CIR you support. That is the easy route. The hard route requires a lot more attention to the rule of law, our national sovereignty and the national interest, as Senator Boxer suggests. There is ample evidence down through the ages that ethnic strife often occurs against a background of high population growth and food shortages. High rates of population growth often mean the youth are unable to get jobs when they leave high school or college. That joblessness and the resulting hopelessness added to the resource scarcity which is also due to population growth are the precursors of outbreaks of violence--consider Indonesia,Haiti, Rwanda, teh Gaza Strip, Algeria, Ethiopia, Sierra Leone, Somalia, Kashmir, the Solomon Islands, etc. The list is almost endless. Why would we want to go down that path? Violence and ethnic hatred are something I think we should work very hard to avoid. We can do that by not sweeping the problem under the carpet with amnesty and open borders. That approach will just add fuel to the fire. Why not take an approach that most Americans can subscribe to if they place the national interest first instead of a distant second. I believe there is such a solution and we could find out how well each of its components is supported by our people through a detailed national poll not unlike the regular census process. It would be money well spent. The only problem would be what questions to ask so that people have many choices between mass deportation and mass legalization. Although this is a republic in which our representatives usually make these decisions, this may too important for us to rely on them. I would prefer to have every proposed question be included rather than having some committee sorting through them and throwing out those they disagree with. Even those that may be partially duplicative should be allowed to make sure we leave no question unasked.

Evaluation of the answers would be difficult but if we were to say the provisions represented by the most yes responses would become the framework for CIR. What ten questions do you think would be appropriate? They have to be very specific to be of any use.

Have you ever seen work in a Meat Packing Plant?
The company has limped along because these jobs are truly jobs Americans do not want to do, particularly at $10 - $14 an hour.
Yes, the fact that "A federal grand jury has issued a 12-count indictment claiming that managers were intricately involved in efforts to employ illegal workers at a Postville slaughterhouse that was the site of one of the nation’s largest immigration raids."
But the larger issue is, this is a very tough job and the employers, wanted to stay in business, but did not want to pay union wages or put workers in safe conditions. Therefore the company bosses felt there was no other way but to bring in undocumented workers who will work for low wages.
I am going to write an Economy post today or tomorrow. I want to discuss this entire issue. How can GM stay in business? They cut wages to $14 an hour and reduced benefits. Now what? Will Americans do these difficult jobs for low pay and no benefits or risk the plants closing and the jobs going overseas permanently? What is the solution?

I have maintained for some time that the wages and benefits paid to foreign workers should be at the American standard for that kind of work, i.e. the union wage and OSHA should be giving this type of plant regular attention. I have not seen the inside of a meat packing plant except on TV. I believe there was a story about the early days of Chicago. It showed these men wielding huge meat axes to slide the carcasses in two. It looked like very strenuous work. At that time it was being done by German and Polish immigrants. I did see a cow being killed and butchered in a slaughter house once. If union wages and benefits were paid, perhaps that would make it attractive to more Americans, although attractive is not the right word for this kind of work.

The GM problem is related as much to the costs being incurred to support retirees as does for current labor costs. It seems like a simple solution to reduce union wages to the level of their counterparts in the Toyota and Honda plants. Those folks seem to be well-satisfied. This does not solve the retiree cost problem and that is another major factor why GM and Ford cannot compete. The newer plants in the South are not only more efficient but they have fewer retirees at this time. I don't think it is as simple as the product line, although some bad decisions were made in that area also. If necessary, I think the bailout should be focused on new tooling and robotics and perhaps a way to help pay the retiree costs but only if there are significant concessions from the union to make future costs competitive with domestic and foreign manufacturers.

Just sending them the money without the necessary concessions and modernization plans would be a huge waste. Management also has to make concessions. It would be tough for them if anyone earning over $250,000 was ineligible for a bonus. But these are tough times all over.

One of the interesting ways suggested to help the economy with a quick shot in the arm was to make the Bush tax cuts permanent. An announcement like that would cause the stockmarket to shoot through the roof and might loosen the purse strings as people began to feel better about the economy. This has almost become a psychological game. If we can't convince consumers every thing is going to be okay, we will be in a downward spiral for a long time. I don't even know what it would take in the final analysis to recover, after all we don't have a WW II on the horizon to put people back to work.

RE: Postville costs. I wonder whether the number cited was for incremental costs only. Salaries and benefits as well as some other expenses are really sunk costs that would have to be paid whether the raid was made or not. Of course, there are some real incremental costs like the motels, per diem, helicopte wear and tear and fuel, and any facilities that were leased.

The answer to some of the costs is simply to streamline and expedite the repatriation process. All in all I think the ICE did a commendable job in keeping with its charter. It just needs better tools and imbedded immigration judges. It is the long drawn out procedures that really rack up the costs.

Almost everyone can agree with about the first half of this. We all want truth, honesty, justice and the American way. Truth: these folks are here illegally; Honesty: the vast majority of Americans want most of them to be repatriated; Justice: conformity to the law; the American way: secure the borders, continue effective internal enforcement, protect American labor, repatriate those who have not assimilated or who are holding jobs Americans will do of offered a union wage and a hiring preference.

Deny amnesty, come out of the shadows and register while your case is being adjudicated, stop the hate crimes against all races,keep detention time to a minimum through expedited processing and minimal appeals, install inspector generals in detention facilities and provide ombudsmen and investigators to stop abuses, ICE must continue to do its job, assure that potential illegals know what the result will be, reduce profiling by obtaining the cooperation of citizens in apprehending illegals.

In a word, you don't care about America the Beautiful; you are opting for Mexico Norte. Jails, prisons and detention centers are nothing new. They have always been a part of effective law enforcement. If you oppose that concept, you suggest that we turn loose all lawbreakers. We have reported some of the results of those who have been repeatedly turned loose. Sorry but that concept won't work and hasn't worked, the evidence is in hand to prove that.

You only want the laws you favor to be enforced. It doesn't work that way. All laws should be enforced. If Latinos are opposed to that fundamental idea, God help us.

i am sure that many immigrants are finding migrating to this country of late not as desirable because of our failing economy. that would include immigrants from all over the world, not just mexico. so why the cries only about immigration numbers from mexico being down? immigration enforcment would also make it less desirable for illegal immigrants to attempt to come here now. that is a good thing, isn't it?

the article did not break down the number of legal vs illegal immigrants from mexico that were down. as i said, for some time now the number of illegal immigrants coming here from mexico is a lot higher than those coming here legally.

i fail to see the downside of illegal immigrants leaving for their homelands due to the economy and increased enforcement of our immigration laws.

Prior to Agriprocessors moving to Postville, the town got along just fine, the owners moved in, exploited the town, brought in foreign workers and exploited them, brought in more foreign workers, legally this time, and still can not pay its debts. Agriprocessors is a company that should never have been in business to begin with, closing them down is the best thing that can happen to all mankind, no more exploitation by the owners of the town or the employees.

None of the workers ever received any pay higher then $7 - 9 per hour, read what the workers themselves have stated, you rely to much on the supposed 'flyers' and want ads to make your claim of $10 - 14 per hour.

I say shut'em down!!

Here is what you are not getting.
Toyota pays neither union wages nor allows for seniority.
In San Antonio, Toyota opened a new plant a couple of years ago.
There are no unions.
No one has seniority. They have rotating shifts. Rotating Days off. Rotating weekends.
They do not receive union wages, somewhere around $14 an hour.
Most workers there are Latino.
Legal status?
Who knows. Most likely citizens, but do not know.

Now you say can they do this in Detroit and will the former workers abide by the new format? Most likely not.

as i said, for some time now the number of illegal immigrants coming here from mexico is a lot higher than those coming here legally.

note that the legal immigration allowance is 700,000-900,000 total per year, for all countries but 1.3million illegal immigrants have been apprehended annually at the border trying to enter our country illegally. most of them were mexicans or other latin americans.

You op-ed is about a year and a half old.
Go to ICE. They have the most recent reports. It is biased but it does note the drastic drops.

that doesn't change the legal immigration quotas nor does it change the fact that in the past 20years that we have had more illegal immigration from mexico than legal. i am aware that illegal entry is down recently and that some are leaving due to the economy and increased immigration enforcement. the latter would not be a deterrant to legal immigration from mexico because they would have papers.

You and those on your side refuse to acknowledge the history of Immigration into our country over the last 100 years, the accountability of Business, Lobbyists and the Administration, all which allowed the number to reach 12M, and the impossibility of Mass Deportation of the 12M here.

Additionally you fail to acknowledge the negative impact Racial Profiling and restrictionist laws has on the 50M Latino legal citizens we have in this country now, and the inhumane treatment workers receive when raids occur and when they are thrown into those crony owned detention centers.

The whole Immigration system needs to be overhauled. The current backlog in processing causes many to avoid the system.
In December I am going to post blogs some actual backlog cases so viewers will understand the true issues.
